The GATS (General Agreement on Trade in Services) is an agreement of the 146 member countries of the WTO. The GATS imposes increasing commercial regulations on the circulation of knowledge, immaterial goods and services. Art is encapsulated within the category "Recreational, cultural and sporting services". In 1995 many countries put their trust in a "cultural exemption", but in 2005 culture is due to be renegotiated. Art and culture are part of the commons and can't be subsumed into the WTO's agenda.

Le Commons Service Group déclare l'ARTZONE HORS AGCS
L'Accord Général sur le Commerce des Services (AGCS) a été conclu entre les 146 pays membres de l'OMC. Dans sa rédaction, l'AGCS réduit « culture, art » à « services culturels » et les place sous la nomenclature « Service récréatifs, culturels et sportifs ». Vue sous cet angle, la production artistique devient un service/marchandise comme un autre dans le marché global. Par extension, les artistes et autres professionnels de l'art deviennent des « producteurs de service » parmi d'autres. L'art et la culture font partie du « commun » et ne peuvent être assujetties aux règles de l'OMC.

These inserts are part of a larger curatorial project by the Commons Service Group. These inserts were created in collaboration with artists for dissemination via the participation of free contemporary art publications, in-print and on-line.

GATS FREE ZONES at the 51st Venice Biennale
As the Venice Biennale represents an international gathering of art professionals, the Commons Service Group identified the Biennale as a key site to disseminate information about this WTO agreement that jeopardizes the free circulation of art and culture, as well as each country's ability to maintain its own cultural policies.
Via a three-part kiosk designed by London-based artist/architect collective public works*, the Commons Service Group established GATS FREE ZONES throughout the Biennale and related events. We distributed the inserts created with the participation of artists, as well as pins declaring ART a "ZONA FUORI GATS".

ZONE HORS AGCS à la 51ème biennale d'art contemporain de Venise
La biennale de Venise rassemble de nombreux professionnels de l'art contemporain en provenance du monde entier. Le Commons Service Group a considéré cet évènement incontournable pour servir son projet curatorial: disséminer de l'information autour de l'AGCS – cet accord conclu à l'OMC- dont l'application prochaine entravera la circulation libre de l'art et de la culture et empêchera les pays membres de poursuivre leurs politiques culturelles particulières.
C'est à partir d'un kiosque tripartite conçu par public works*, un collectif d'artistes et d'architectes basé à Londres, que le Commons Service Group a procédé à l'établissement de ZONES HORS AGCS dans et hors du cadre de la biennale à Venise. Des inserts créés avec la participation d'artistes ont été distribué ainsi que des badges: « We declare ART a ZONA FUORI GATS » (lire « nous déclarons l'ART ZONE HORS AGCS »)

The Commons Service Group participated in project RESSOURCES, a series of events and workshops on Open Source (11th - 13 th of April 2005 ar Espace Vie Etudiante, University of Grenoble Campus). An initiative of the CNAC-Magasin, and l'Ecole Supérieure d'Art de Grenoble, RESSOURCES engaged problematics around intellectual property, introducing participants to Open Source software and resources.
The Commons Service Group sought to participate on several levels in RESSOURCES, as this workshop brought together both proponents of the Open Source movement, and students of several art schools in the region. The Commons Service Group chose to present on the topic of alternatives to Copyright, promoting to young creators Creative Commons licenses--inscribed in French law as of Novemeber 2004.

Le Commons Service Group a participé au projet RESSOURCES, du lundi 11 au mercredi 13 avril 2005, workshop sur le logiciel libre, à E.V.E., Espace de la Vie Etudiante sur le campus de l'Université de Grenoble. RESSOURCES est un atelier-séminaire réalisé à l'initiative du CNAC-MAGASIN et de l'Ecole Supérieure d'Art de Grenoble autour des problématiques liées à la propriété intellectuelle et d'initiation aux outils logiciels open-source. site : http://ressources.samizdat.net Le Commons Service Group a voulu participer à plusieurs degrés au projet RESSOURCES, car ce workshop rassemblait, d'une part, des intervenants, acteurs des mouvements du libre, et, d'autres part, de jeunes auteurs -étudiants d'écoles d'art. As a micro curatorial action, the Commons Service Group published a web resource on the occasion of International Women's Day. In an attempt to offer connections between France and Canada, this resource offers annotated links to several Canadian feminist art projects, organizations, and information on artists' practices. It also reflects the Commons Service Group's engagement with cultural production and global trade developments by providing links on feminism, culture and globalization.

Le Commons Service Group a choisi de devenir un relais, pour les champs de l'Art et de la Culture, de certaines questions d'ordre social, économique et politique que pose la mondialisation. Nous avons souhaité produire et publier sur le web un document ressource à l'occasion de la Journée Internationale des Femmes. Ce document offre une liste de liens vers plusieurs projets artistiques féministes et organisations et reflète nos backgrounds respectifs en créant des connections entre la France et le Canada. Le Commons Service Group reconnaît l'apport des artistes féministes et leur travail de recherche pour l'art et en matière politique. En parallèle, il se préoccupe du devenir de la production culturelle face au développement des échanges globalisants et exclusivement marchands. C'est pour ces raisons qu'il informe ces questions en compilant des liens traitant des questions de Féminisme, Culture et Mondialisation.

The Commons Service Group formed as a curatorial collective in January 2005, taking a name that promotes the sharing of knowledge and immaterial resources, and mandating itself to increase awareness and debate on the significance of the General Agreement on Trade in Services (GATS--an agreement of the WTO) for contemporary art and cultural production.

ART & culture must circulate freely
Through the General Agreement on Trade in Services (GATS) and the Trade-Related Aspects of Intellectual Property Rights (TRIPS), the WTO is imposing larger commercial constraints on the circulation of immaterial goods and information.
Creative Commons is a counterbalance to these constraints by offering an alternative to copyright and allowing culture and knowledge to circulate freely.
This site and its contents are licensed under Creative Commons licenses. Each artist chose a specific license for their work. The Commons Service Group's work is under Attribution-ShareAlike 2.5 License.

L'ART & la culture doivent circuler librement
L'OMC à travers l'Accord Général sur le Commerce des Services (AGCS) et les Aspects des Droits de Propriété Intellectuelle qui touchent au Commerce (ADPIC) impose de plus en plus de réglementations marchandes sur la circulation des biens immatériels et des connaissances.
Le Creative Commons est un contrepoids à cette marchandisation en développant une alternative au droit d'auteur/copyright, et favorise la libre circulation de la culture et des savoirs.
Les productions du Commons Service Group et les productions artistiques sont placées sous licences Creative Commons. Chaque artiste a choisi une licence spécifique pour son travail. Le travail du Commons Service Group est sous Licence Paternité - Partage des Conditions Initiales à l'Identique 2.5.
